The ESPD section concerned contains four different subsections that can be opened by clicking on each section or the arrow icon on the right.

A: Information about the economic operator
- In this section, fill out the details of the organisation and its contact person(s)
- Click the ‘Add response row’ button to add the details of more than one contact person
Answer the questions:
- Is the economic operator a Micro, a Small or a Medium-Sized Enterprise?
- If applicable, is the economic operator registered on an official list of approved economic operators or does it have an equivalent certificate (e.g. under a (pre)qualification system)?
Is the economic operator participating in the procurement procedure together with others?
- If ‘No’ – no further questions
- If ‘Yes’ (in case you are submitting a tender as a consortium, only the leader answers ‘Yes’)
- Confirm that you are the leader of the consortium
- As the leader of the consortium, enter:
- a) the role of your organisation in the group (leader, responsible for special tasks, etc.)
- b) the other economic operators participating in the procurement procedure
- Enter the name of the other consortium member company
- If there several member companies, enter the name of each participating company on a separate response row.
- Click the ‘Add response row’ button to add rows
- Qualification reports are sent out for completion from the ‘ESPD qualification reports’ section on the left
- If there several member companies, enter the name of each participating company on a separate response row.
- c) Where applicable, name of the participating group (mandatory information if the tender is submitted as a consortium)
- Enter the name of the other consortium member company
B: Information about representatives of the economic operator
- Click the question mark to open additional information about the section
- In this section, enter the details of the representative(s) of your organisation
- Click the ‘Add response row’ button to add the details of more than one contact person
C: Information about reliance on the capacities of other entities
Here, the tenderer declares whether or not it uses subcontractors on whose capacities it relies in order to meet the criteria set out by the contracting entity. For example, the actual tenderer company itself meets the requirements pertaining to financial standing and the abilities of the personnel, but relies upon other companies to meet the requirements pertaining to experience or technical capacity. In this case, the tenderer relies on the capacities of another company.

D: Information concerning subcontractors on whose capacities the economic operator does not rely
Here, the tenderer indicates if it itself meets all the requirements, but nevertheless uses subcontractors
