If the company submitting a tender has declared in the ‘Information concerning the economic operator’ section of a structured ESPD form that it relies on the capacity of other entities or that it participates in the procurement together with others (as a group), such subcontractors or group members are required to file their own qualification reports before the actual tenderer will be able to submit its tender.
The actual tenderer will send a request for filling out the qualification report to the group member of which they will notified by e-mail.
Group member files its own qualification report in the Supplier Portal.
NOTE! To file a qualification report, the group member must have user credentials to the Supplier Portal
If the qualification report is filled out using the link received by e-mail, a login view shown below will be displayed.
- If the group member already has a username and password to the Supplier Portal, the login takes place by entering the credentials in the respective fields and then clicking ‘Login’.
- If the group member already has a username and password but has forgotten the password, a new password can be ordered by clicking the ‘Forgot your password?’ button.
- If the group does not have user credentials to the Supplier Portal, they will need to register at this point.
- The ‘Summary of the call for tenders’ tab displays a summary of the basic information of the call for tenders.
- ‘Publication documents’ tab can be used for opening the call for tenders in PDF or HTML format.
- ‘The principal tenderer's answers’ tab can be used for viewing the answers given by the supervising provider for this call for tenders. However, not all answers are displayed.
A structured ESPD form is divided into sections that are displayed as separate tabs in the Supplier Portal. Some of the response fields may have an associated minimum or maximum requirement that is shown below the field concerned.
- Text field type of questions are to be answered by writing the answer in text format.
- Questions concerning quantity are to be answered by giving a numerical value.
- Yes/No type of questions are to be answered by selecting ‘Yes’ or ‘No’.
In some sections, you have the option of adding a new answer row by clicking the ‘Add row’ button.
ESPD - Part II: Information concerning the economic operator
A: Information about the economic operator

- Click the ‘Add response row’ button to add the details of more than one contact person

ESPD - Part III: Exclusion grounds
The questions in the ‘Exclusion grounds’ section are mostly of the ‘Yes/No’ type, most of them displaying sub-questions in response to the answers given. The questions included in this section may vary according to the call for tenders concerned, depending on which questions the contracting entity that prepared the call for tenders deemed necessary in connection with each respective call for tenders when using structured ESPD. An answer is required for all questions.
Some of the questions included in this section make reference to the directive or other source of law on which the question is based.
The ‘Exclusion grounds’ section contains the following subsections:

- B: Grounds relating to the payment of taxes or social security contributions
- C: Grounds relating to insolvency, conflicts of interests or professional misconduct

Submitting the subcontractor or group member qualification report
When all information has been filled out, the qualification report can be submitted from the ‘Submission of the report’ tab.
• Add the details of the person who submitted the report under ‘Contact of the qualification report’.
• Click ‘Preview’ to preview the report.
• Click ‘Submit’ to submit the report.
