We’re upgrading all country-specific SDKs (Software Development Kits) to version 1.13 for a more consistent experience.
The good news? All versions remain backwards compatible, meaning your existing setup will continue to work as before, even with the new updates in SDK 1.13. However, there are several important enhancements and updates you should be aware of.
What’s Happening to Draft Notices
Draft notices created before January 1, 2025 must be recreated, as the old form will no longer support publication after the upgrade.
Notices created after January 1, 2025 will be migrated to the new SDK. These can be published using the same form after the SDK upgrade, but please note the following changes:
- Field requirements may change: some fields may become mandatory, while some fields that were previously required may no longer be. You must review and validate the content of each notice before publishing. See the official TED list here.
- Exclusion grounds have been mapped to the new options. No action is required from you.
- Selection criteria in draft notices will be cleared during migration. You will need to re-enter this information manually.
Recommendation
To avoid any unexpected changes or additional work, we strongly recommend publishing all draft notices before the go-live date.
What’s Changing in SDK 1.13
Updated NUTS Codes: NUTS 2021 → NUTS 2024With SDK 1.13, we’ve updated our system to align with the new NUTS 2024 regulation. The previous NUTS 2021 codes are no longer accepted, and all draft notices created after January 1, 2025, have been automatically converted to use the updated codes, ensuring full compliance without requiring any action from you.
Note: This update ensures compliance with the latest EU requirements for geographical coding in public procurement.
What this means for your team:
- Work with the most current and accurate regional classifications available.

MeForms has mapped existing notices to the NUTS 2024 list
- If you select a NUTS code that no longer exists in the NUTS 2024 list, MeForms will display an error, and you must manually select a new valid code.
Selection Criteria RevampThe selection criteria have been updated for improved clarity and ease of use:
- The four existing categories (Suitability, Economic & Financial Standing, Technical Ability, and Other) have been replaced by a single dropdown menu.
- This new menu includes a broader and more precise set of options, making it easier to find the right criteria.
- Note: The "Other" category has been removed as part of this change.
- Selection criteria in draft notices will be cleared during the migration. You will need to re-enter this information before publishing.
Refined Exclusion Grounds MappingWe’ve improved how exclusion grounds are expressed. Draft notices have been auto-mapped to the new structure.
