In EU procurements, the time limit begins from the date when HILMA sends a notice to the TED system. For the sake of clarity, it is recommended not to include the sending date in the time limit for submitting tenders, but to start the calculation from the next day.
HILMA instructions:
The contracting entity states the binding time limit by which tenders or requests to participate must reach the contracting entity. In HILMA, notices are archived on a daily basis based on the date stated in this section.
